SOC – Special Order of Consent
The city, county and state negotiated a Special Order of Consent (SOC) in October 2007. This contract outlines what repairs must be done within a specified time frame while preventing additional flow from entering the NEI until current repairs are finished. The agreement stipulated that NEI repairs must be completed by June of 2008. All of the repairs outlined in the agreement are now complete. The state lifted the moratorium on new sewer connections to the NEI on March 13 following a request from the city on March 7.
