The Development Services Department is comprised of the Planning, Engineering and Traffic Engineering Divisions. The Department provides technical support to ensure that growth and change contribute to the quality of life in the City of Wilmington.

Application Policy
The following policies outline Development Services’ application acceptance process for rezoning, site plan review (Technical Review Committee), variances and appeals (Board of Adjustment), and Certificates of Appropriateness (Historic Preservation Commission).  These policies allow staff to review an application for completeness before the applicant leaves the City's offices.  In order to avoid delays associated with the process, we have implemented a "planner of the day" schedule to assure that staff will always be readily available to review submittals.  If you have any questions regarding this new policy, please contact Planning Division staff at 910.254.0900.
