City Council Meeting Oct. 16

Tuesday, Oct. 16, 6 p.m. City Council Meeting at City Hall
Items of interest on the agenda included:

  • A resolution authorizing the purchase of a fire truck for $651,000. This will be the Wilmington Fire Department's only heavy rescue truck, replacing two existing rescue trucks in their fleet. The new truck will feature equipment such as the "Jaws of Life" and will be housed at the newly constructed Empie Park Fire Station. The truck will respond to all structure fires and, because it can carry up to six personnel, will be an effective way of getting manpower to a fire. The purchase of this truck was included in this year's budget. 
  • Several items on the agenda are related to the construction of a 1.3-mile section of the Gary Shell Cross-City Trail that will begin at the trail head in Wade Park, and then travel along Bethel Road, Waltmoor Road and South 17th Street, where it will connect to the existing path at John D. Barry Drive. The majority of project funding will come from a $555,000 gift from BCBSNC. Related agenda items:

    • A sponsorship agreement with BCBSNC for the project;
    • Companion ordinance designating the $550,000 to the city, including $5,000 for sponsorship of the annual Gary Shell Cross-City Trail Run, Ride and Roll event to be held on Oct. 27; 
    • An agreement with NCDOT for construction of this section of the trail. The NCDOT has approved $325,000 for the project; $75,000 of that will be designated at this meeting.

  • A new procedure to use when considering zoning appeals from sweepstakes businesses. The procedure would allow the city to seek additional financial information from businesses appealing current zoning restrictions to help determine if they need additional time to recoup revenue generated at locations that are now out of compliance. Staff would use the information to make recommendations to Council for approval/denial of appeals. The zoning restrictions were passed in 2010 because the city was facing a proliferation of sweepstakes businesses that appeared after changes in state law made them legal. Businesses were supposed to come into compliance in August after a two-year grace period.

Due to election day, the next Council Meeting will be held on Wednesday, November 7. The agenda for the next meeting will be posted on the city's website on Friday, November 2.

Meetings are held at 6:30 p.m. in Council Chambers, which is located on the second floor of City Hall at 102 North 3rd Street. Parking is available in the Thalian Hall parking lot or in the city parking deck located directly across from City Hall. Meetings are also broadcast on GTV8 (Time Warner Cable channel 8) or simulcast by visiting the GTV8 web page.
