3rd Street paving underway

         

Work began on the final phase of the North 3rd Street Improvement Project on Oct. 16 when crews started removing the top 3 inches of asphalt from the existing road (called milling) in preparation for paving. Paving is the final phase of the project; new water and sewer lines have already been installed and activation of underground utilities is being finalized.

The work will cause intermittent delays on North 3rd Street. Paving south of Campbell Street (between Market and Campbell) is expected to be complete by mid-November. The area between Campbell Street and the MLK Parkway is scheduled to be complete in mid-December, at which point the road will fullly re-open.

The original $9.4 million project is a major overhaul for North 3rd Street from the Martin Luther King Jr. Parkway to Market Street, including replacing aging water and sewer lines, installing new sidewalks and putting power lines underground. City Council approved $976,000 in additional funding on Oct. 2 for paving that will last a minimum of 10 years before major repairs are needed, as opposed to cheaper options that would last only 3-5 years. 

The need for more extensive paving work became apparent as the road was torn up during construction. The road has not been paved since at least 1995 and is in need of serious repair. The city is using savings from recent bond refinancing and monies left over from other completed construction projects for the additional funding. An estimated 20,000-25,000 cars travel on 3rd Street each day.
