Public Access Channel survey

On Thursday, Nov. 15, the city held a meeting to get citizen input about the possibility of getting another public TV channel.

Citizens were asked to provide input about a proposal brought forward by a community group to operate an additional public TV channel that would be obtained by the city from TimeWarner Cable. The city already has one public government channel (GTV-Channel 8) on TimeWarner, but according to the proposal by Southeastern Alliance for Community Change, the additional channel would be a public access channel that would allow for “content generated by the people and for the people” such as local churches and other community groups.

According to the City Attorney’s Office, there is some dispute about whether or not the city is entitled to another channel and could face legal challenges to obtain a channel, as well as challenges to what channel might be available from TimeWarner. If the city were able to obtain another channel, it would be legally responsible for all content and operations, even if the channel was managed by an outside group. Because the channel would be public, almost all types of content would be permissible in order to meet free speech rights.

The City Council has asked for additional input about the issue before making a final decision about whether to seek another channel. After the meeting, a web-based survey will be available to get input from anyone who cannot attend the Nov. 15 meeting.
