City Attorney

Municipal Building

The City Attorney represents City departments, officials and employees on matters involving City business. Attorneys in the office cannot give legal advice or provide legal representation to private citizens.

The City Attorney's Office:

  • provides legal advice to the Mayor, members of the City Council, City Manager, and to each of the City’s Departments
  • advocates on the City’s behalf in federal and state courts, the General Assembly, and before quasi-judicial bodies
  • reviews contracts that the City enters each year and advises employees administering those contracts as issues arise
  • represents the City’s interests in working with property owners, contractors, private citizens, and others who raise concerns about the City’s actions

City Council appointed William Wolak as City Attorney on June 6, 2012.
Prior to becoming the City Attorney, Bill had served as interim City Attorney since December, 2011. He has been Assistant City Attorney for Public Safety since 1995 and has 24 total years of employment with the city, having worked previously as a city police officer.

Bill has extensive legal and public safety experience, having worked as a Special Agent for the State Bureau of Investigation, as well as a state organized crime prosecutor. He also served in the US Marine Corps and received his law degree from NC Central School of Law.

“I’m honored to be selected by the City Council as city attorney for Wilmington,” said Wolak. “I have enjoyed my years of service with the city and look forward to working with Council and staff as we move forward.”
