Community Development
The City receives Community Development Block Grant (CDBG) and HOME Investment Partnership entitlement funding from the U.S. Department of Housing and Urban Development. These funds provide:

Request for Proposals

Periodically, usually once a year, the City issues a request for proposals to fund community partners working on public service, public facility and housing initiatives. Applications are available for non-construction programs and construction projects.

Who is eligible to apply for Community Development Block Grant (CDBG), HOME and General Funds?  

  • Public non-profit organizations, including institutions of higher education
  • Private organizations
  • Government agencies

CDBG, HOME or General Funds?
This is not a simple question since the programs overlap.

Here are some guidelines:

  • All assistance is limited to activities within the City of Wilmington
  • Non-Housing programs are funded with CDBG or General Funds only
  • New housing construction is funded with HOME funds only

City staff will decide which funding source is most appropriate for your project.

Community Partners

Non-profit organizations, housing developers and other organizations receive Community Development Block Grant (CDBG), HOME Investment Partnership Program and General Funds from the City of Wilmington. These agencies work in partnership with the City to address community needs and provide services to enhance the quality of life for citizens.
