The purpose of the Community Development Division is to provide community development planning, housing services, and code enforcement to enhance the quality of life for the citizens of Wilmington.  Our primary responsibility is to administer CDBG and HOME funding received from the U.S. Department of Housing and Urban Development (HUD).

The Community Development Block Grant (CDBG) is one of the most flexible forms of financial assistance available to the City.  HUD provides a block grant to the City to assist with community revitalization and economic development activities.  The range of creative approaches to community development employed by the City is broad.  From revitalizing declining neighborhoods, preserving the existing housing stock, assisting eligible citizens to become homeowners, and supporting non-profit organizations, the Community Development Division seeks to ensure a better quality of life for citizens.

The City also receives funding for the HOME Investment Partnership Program (HOME) that is used to provide decent, safe, and affordable housing.

To identify the affordable housing needs and to coordinate individual, community, and government efforts toward increasing the supply of affordable housing.
