The Environmental Services Division (ESD) provides laboratory testing services in support of the Water and Wastewater Treatment Divisions to ensure regulatory compliance. The ESD lab is certified by the State of North Carolina. The Division also administers the City's wastewater pretreatment program and the City's drinking water cross connection control program. The Environmental Services Division provides assistance with the Public Utilities Department's public relation needs.

Backflow Permit Application

Cross Connection Control
The Cross Connection Control Program is responsible for evaluating potential hazards to the City’s water supply due to backflow. Both new and existing customers are evaluated by Cross Connection Control staff to determine which hazards, if any, exist and the type of backflow prevention required.

Pretreatment Program
Environmental compliance officers are also responsible for insuring industries comply with the City’s Sewer Use Ordinance. Discharges from industrial and commercial establishments are regulated to protect the health and safety of City workers and the general public, and to prevent plant upsets.
