The Historic Preservation Unit administers the design review process in the historic districts. Staff works and meets with the Historic Preservation Commission which reviews all proposed changes to the exterior of structures, demolition of structures, new construction, signage, and changes to the surrounding grounds, including landscaping. A Certificate of Appropriateness is issued by the Commission for exterior changes to the property approved based on the Wilmington Design Guidelines for Historic Districts and Landmarks. The Commission has an Administrative Bypass system which allows the historic preservation planner to approve minor changes to properties.
