2014-15 Recommended city budget

The recommended budget for the fiscal year beginning July 1, 2014 and ending June 30, 2015 was presented to City Council at their May 6 meeting. By law, the final budget must be approved by June 30, 2014.

Highlights:
   

Total budget:
$145 million

(Includes General Fund and all fee-based enterprise funds)

General Fund only:

$91 million
(3% increase over
FY 2013-14)
 
  •  1¢ property tax increase
    • Impact to average homeowner ($200,000 home) = $1.67 per month or $20 per year
    • Even with increase, Wilmington’s property tax rate is among the lowest of all NC cities
  • Core services maintained
  • Additional funding for multi-year plan to help get employee wages to market rates
  • Strong savings (fund balance) for emergencies of about $22 million
  • Continued funding for 5-year infrastructure improvement plan
  • 5¢ of the overall tax rate funds a five-year plan to make $41 million worth of repairs and improvements – such as street repaving and work on public facilities such as the Riverwalk – that had been put on hold during the economic downturn.
  • Funding for additional law enforcement and prevention efforts focused on youth violence reduction, including:
    • A full year’s funding for the WPD’s Mobile Field Force and Gang Task Force;
    • 2 part-time employees to keep community centers open longer and $151,000 in additional funding for non-profit agencies that provide services to at-risk youth.

Proposed fee changes
Golf: Assorted (depends on day of week, city/non-city resident, cart rental)
Stormwater: 6% (Equals about 39¢ a month for average homeowner)
Solid Waste: 6% (Equals $1.50 a month for large cart, 85¢ for small cart)
Parking: No change to on-street or hourly parking deck rates, assorted other changes

Next steps

  • May 20 - Proposed public hearing (as part of regularly scheduled City Council meeting)
  • May 30 - Proposed work session (Council scheduled to approve May 6 meeting)
  • June 3 - 1st vote of budget
  • June 17 - 2nd and final vote of budget
