Public rights-of-way (ROW) are any property under the ownership and control of the City and used for public streets and related purposes. Examples of rights-of-way include but are not limited to, sidewalks, sidewalk areas, shoulders, plazas, curbs and driveways. As a rule of thumb, the public ROW is the first 10 to 12 feet from the edge of the street, road or curb to the beginning of your property line. Actual existing conditions must be reviewed on a case-by-case basis.
Each item listed at left requires a City ROW Permit (click the links for more information).
Please Note: Due to high volume of applications, working with incomplete materials detracts from the timely review of applications. Applications shall be reviewed for completeness by staff prior to being officially accepted by the City for review.
Submission of Right of Way Application Form does NOT constitute a permit and does NOT authorize work.
Open Cut Permits are issued by the City Streets Division. City Streets may contacted at 910.341.7879.
