Signal Operations and Maintenance Group
The signals group, along with the City Traffic Engineer, is responsible for maintenance, operations and engineering on the 183 traffic signals operated by the City of Wilmington.
Of these signals, the city owns 37 signals and provides maintenance for the remaining 146 signals, through a contract with the NCDOT. The signals group performs preventive maintenance and emergency repairs to ensure our signals operate effectively and efficiently.
City Traffic Engineer, Donald R. Bennett, P.E.
The City Traffic Engineer provides engineering support for the system, which includes data collection, signal retiming and signal warrant analysis, evaluation of signal operation, and development review for signal and intersection enhancement.
Additionally, the City Traffic Engineer evaluates signal operation from the Traffic Control Center (TCC). The TCC allows the city traffic engineer the ability to monitor individual signals, develop and modify signal timing plans for signalized intersections, analyze major traffic arterial routes, and troubleshoot system problems, as they are occurring.

Signs and Pavement Markings
The Signs group is responsible for installing and maintaining regulatory signs and street name signs on city streets and operating the sign shop. They also, install pavement markings for crosswalks, intersection stop lines, parking stalls, and traffic calming devices.
