Tuesday, Sept. 5, City Council meeting, 6:30 p.m., City Hall
Items of interest on the agenda included:

  • APPROVED: (C4) A resolution that released a “use restriction” on the old fire house on North 4th Street. The restriction, put in place in 2003 as part of a coordinated effort to revitalize North 4th Street, dictated that the building could only be used for office or retail space. The neighborhood has seen much positive revitalization in recent years and the current owner proposes a brewery for this space (formerly a city-owned building). Passage of the resolution would allow that development to occur. All other requirements and restrictions related to historic preservation and city land development regulations would remain.
     
  • APPROVED: (C6) An agreement with Wilmington Downtown, Inc. to provide the “Bring it Downtown” marketing campaign with $30,000 from city parking funds. This would continue a previous agreement which tasks the “Bring it Downtown” task force to work with downtown businesses to promote the parking program downtown.
     
  • APPROVED: (C7) A $2.7 million contract to purchase 800 MHz radios for personnel in Police, Fire, Street Maintenance, Traffic and the Storm Water Services. Funding is already included in this year’s budget and will replace radios about 10 years old that are at the end of their life cycle and will no longer be supported by the vendor starting in 2019.
     
  • DELAYED: (PH1) *This item may be delayed: A public hearing and ordinance that would allow the removal of trees on public or private property (with consent of the owner) when necessary to provide an unobstructed view of outdoor advertising signs. The NC General Assembly passed similar legislation in 2011 for rights-of-way on the state highway system. Currently 59 of the 60 outdoor advertising signs located within the city are located on a state highway. The city’s Planning Commission voted to deny this request and staff are recommending denial as well.
  • APPROVED: (O1) An ordinance to add $180,000 to the Heide Trask Bridge walkway/Cross-City Trail project to address needed engineering changes. When complete, this project will provide a safer alternative for cyclists and pedestrians crossing Wrightsville Avenue to go under the bridge to reach businesses on Airlie Road, and free up the existing pedestrian lane of the bridge for bikers/walkers coming back from the beach. If approved, the project will take about five months to complete once crews have mobilized.

City HallThe next Council Meeting will be held on Tuesday, September 19. The agenda for this meeting will be posted on the city's website on Friday, September 15.
 
Meetings are held at 6:30 p.m. in Council Chambers, which is located on the second floor of City Hall at 102 North 3rd Street. Parking is available in the Thalian Hall parking lot or in the city parking deck located directly across from City Hall.

City Council agenda briefings, generally held at 8:30 a.m. the Monday before a Council meeting, are held on the 5th floor of 115 North 3rd Street (CresCom Bank building). Those wishing to live stream the agenda briefings can listen in at www.wilmingtonnc.gov/meetings.
 
Council meetings are also broadcast on GTV8 (Spectrum Cable channel 8) or simulcast by visiting the GTV8 web page. Following the meeting, videos and audio from agenda briefings are available on demand on the city's video archive web page.
