There is a history of verified complaints generated by previous activities in the area that are similar in nature and context to this activity;
There is a history of noise complaints against the applicant or the property from adjoining or neighboring properties;
The nature of the sounds produced by such devices and activities requested are reasonable in this situation;
The application was completed properly and completely; and
The request meets the definition of a necessary activity, as defined in Sec. 6-29 of the Wilmington City Code.
