Encroachments are an obstruction or intrusion in or into a delineated city right-of-way, easement or property.
Design & Construction is responsible for administering the application, review, and permitting process for encroachments of privately-owned improvements and facilities into City streets, sidewalks, and utility rights-of-way. Per code, encroachment requests are processed based on type and impact, with approval from City Engineering, the City Manager, or the City Council.

Encroachment agreement applications must be completed online through the Development and Permitting Service (DPS) platform.
