Community Building

The Community Building Department advances neighborhood stability and long-term community well-being through affordable housing, strategic investment, and community-based partnerships. The department oversees federal housing and community development funding and ensures compliance with program requirements.

The department also leads the City’s efforts in community risk reduction, sustainability, and resiliency, aligning programs and investments to reduce vulnerability, protect critical resources, and support long-term recovery and growth. Through this integrated approach, the department drives measurable improvements in neighborhood conditions, expands access to opportunity, and strengthens the overall resilience of communities across the city.

Housing Division

Offers home repairs and improves safety of homes that have hazards and deterioration. Works with local banks to help working families purchase their first home. Provides quality rental choices for families, elderly residents, and for people with disabilities. Preserves and revitalizes neighborhoods.

Healthy Homes Programs

The City of Wilmington Healthy Homes Program helps remediate home health risks identified through the Eight Principles of a Healthy Home Inspection.

Community Development

Works with non-profit and other affordable housing developers to provide a variety of affordable housing opportunities throughout the city. Also Community Development supports the efforts of community based non-profits and other organizations to serve low-to-moderate income at-risk youth, elderly, homeless, victims of domestic violence, child abuse, and the disabled.

Sustainability

The goal of the City's Sustainability Program is to efficiently manage energy, water, and waste while cultivating a culture of environmental stewardship throughout city operations to reduce our environmental footprint.
