The Asset & Property Management operates and maintains City-owned facilities and grounds; manages vehicles and equipment; provides landscape maintenance for public spaces; and oversees the acquisition, disposition, and leasing of City-owned property to support efficient government operations and high-quality public services.

The City Attorney's Office provides legal guidance to the City Council, City Manager, and City departments. The office reviews and prepares legal documents, supports the development of local ordinances and policies, represents the City in legal matters, and helps ensure City decisions and operations comply with applicable laws.

The City Clerk's Office supports the City Council and City government by managing official records, coordinating Council meetings, preparing agendas and minutes, administering oaths, and ensuring compliance with public meeting and public records requirements.

The Communications & Engagement Department keeps residents informed about City programs, services, and initiatives. The department manages the City's website, social media, media relations, community engagement efforts, and GTV to help residents stay connected with their local government.

The Community Building Department advances neighborhood stability and long-term community well-being through affordable
housing, strategic investment, and community-based partnerships. The department oversees federal housing and community
development funding and ensures compliance with program requirements.

The Compliance Department helps maintain safe, attractive, and well-maintained neighborhoods by administering zoning regulations and enforcing City codes. The department provides zoning services; investigates potential code violations; and works with residents, businesses, and property owners to resolve issues and achieve compliance.

The Department of Transportation works to keep people and traffic moving safely throughout the city. The department manages traffic operations, stormwater infrastructure, and Vision Zero initiatives to improve mobility, reduce flooding, and create a safer transportation system for residents and visitors.

The Design & Construction Department plans, designs, and manages the construction of City capital improvement projects. The department oversees projects from planning through completion to help deliver safe, reliable infrastructure and public facilities that serve the community.

The Downtown Services and Special Events Department helps create a vibrant, welcoming downtown for residents, businesses, and visitors. The department manages special events, parking, downtown services, and the City's partnership with the Wilmington Convention Center to support community activities and enhance the downtown experience.

The Economic Development Department works to create economic opportunity for residents and businesses. The department collaborates with public and private partners to support economic mobility and improve the quality of life within our community.

The Finance and Budget Department manages the City's finances to help ensure public funds are used responsibly and effectively. The department develops and oversees the City's annual budget, processes payments and billing, manages purchasing and grants, collects revenues, and provides financial services that support City operations and serve residents, businesses, and community partners.

The Fire Department protects lives and property by responding to fires, medical emergencies, rescues, and other emergencies. The department also provides fire prevention, safety inspections, public education, and emergency preparedness programs to help keep the Wilmington community safe.

The Human Resources Department provides comprehensive services that support the city's diverse workforce who serves the community through professional, administrative, public safety, technical, clerical, skilled labor and trades work.

The Information Technology Department supports effective City services by providing secure, reliable technology solutions. The department manages the systems, tools, and digital resources that help employees serve the community, protect information, and improve how residents access City services.

Internal Audit evaluates City programs, operations, and financial processes to identify opportunities for improvement, strengthen internal controls, reduce risk, and ensure public resources are managed responsibly.

The Parks and Recreation Department creates opportunities for residents to enjoy active lifestyles, connect with others, and experience Wilmington’s public spaces. The department manages parks, recreation programs, community centers, golf and tennis facilities, athletics, and public venues while providing activities, events, and services that support a healthy and engaged community.

The Planning & Development Department prepares plans that guide the growth of the city, including area-specific plans that give guidance for business as well as residential land use.

The Safety and Risk Department helps protect City employees, operations, and the community through workplace safety, risk management, insurance, workers' compensation, and emergency preparedness programs. The department works to reduce risks, promote safe practices, and ensure the City is prepared to respond to emergencies.

The Solid Waste Department provides reliable residential and commercial trash and recycling collection services that help keep Wilmington clean, healthy, and enjoyable. The department also manages yard waste, bulky item collection, and downtown services to support a well-maintained community.

The Strategy and Innovation Department helps improve City services by partnering with departments to streamline processes, use data to guide decisions, and develop innovative solutions. The department works to make City operations more efficient and enhance the experience residents have when accessing services.

The Police Department works to protect and serve the Wilmington community through law enforcement, emergency response, investigations, traffic safety, crime prevention, and community outreach. The department partners with residents and community organizations to promote safety, build trust, and address public safety needs.
