How Are Stormwater Fees Calculated And Collected?

Stormwater fees are based on the amount of impervious (hard) surface area on a property and the cost of providing comprehensive stormwater management:

  • Single-family households pay a basic flat rate of $8.68 per month
  • Commercial–type properties typically have more impervious surface area than residential properties, thus creating more runoff and a greater burden on the stormwater drainage system. To determine commercial fees, the city measures the amount of impervious surface area on a property. Owners are charged $8.68 per month for every 2,500 square feet of impervious surface (1 ERU).
  • 1 Equivalent Residential Unit (ERU) = 2,500 square feet of impervious surface

Who Collects Stormwater Fees?

Stormwater fees are billed and collected monthly by the Cape Fear Public Utility Authority (CFPUA)These collected fees are transferred into the city's Stormwater Utility Fund and are used only for stormwater management activities within the city limits.
