Build a Better Wilmington

Approval is required for all new development in the city, including the redevelopment of existing properties. The process through which that development is approved depends on what is being proposed and the current zoning of the property.

All new development projects within the city must apply for a Pre-TRC Consultation via the Development & Permitting Services (DPS) online platform. The platform allows users to submit applications, track the progress of existing applications, resubmit plans and documents, and pay invoices. Projects currently under review or recently approved can be found on the DPS site.

Please note, the City will never request payment via wire transfer.

Application payments may only be made via check, cash, or credit card in-person at the city's billing and collections office at the Skyline Center, 1st Floor, 929 N. Front St., via MasterCard or Visa over the phone by calling 910.343.4745 between 8:00 a.m. to 5:00 p.m., Monday through Friday, or via the city’s Development and Permitting Services (DPS) online portal.

Fraudulent emails often reference exorbitant application fees.

The City Fee Schedule is established annually and posted online. Please review the permit fees to ensure you’re being charged the proper amount. If ever in doubt, please call the city’s Planning Department directly at 910.254.0900 to confirm if the email or invoice you have received is authentic.


The Development Tracker Map includes projects submitted prior to November 18, 2024. If you completed a Pre-TRC review prior to November 18, 2021, please contact Plan Review staff by calling 910.254.0900 or by emailing planreview@wilmingtonnc.gov.
