Notes

• Contractor shall maintain an all-weather access for emergency vehicles at all times during construction
• Landscaping or parking cannot block or impede the FDC or fire hydrants. A 3-foot clear space shall be maintained around the circumference of the hydrant and FDC
• Additional fire protection and accessibility requirements may be required due to any special circumstances concerning the project.
• Contractor shall submit a Radio Signal Strength Study for all commercial buildings that demonstrates that existing emergency responder radio signal levels meet Section 510 requirements of the 2018 NC Fire Code.
• New hydrants must be brought into service prior to combustible materials delivered to the job site
• Prior to any clearing, grading, or construction activity, tree protection fencing will be installed around protected trees or groves of trees. No construction workers, tools, materials, or vehicles are permitted within the tree protection fencing.

Grading Plan

• Existing topography (1’ contour intervals)

Storm Pipes and Catch Basins

• Energy Dissipaters designed for the 10-yr flow provided at each outlet
• Appropriate outfall provided for each system (r/w, drainage easement or naturalized channel)

Utility Plan

• Meters, valves, cleanouts etc. in public right of way shall not be located in sidewalk or driveway
• 18” setback required for above ground facilities from back of curb or driveway
• 24” Vertical separation of Sanitary Sewer from storm drains otherwise DIP or structural bridging required.
• Fire hydrants (w/i 500’ of building for residential, w/i 300’ of building for commercial, w/i 150' of the FDC)
• Building construction type based on International Building Code (IBC).
• Fire Department Connection (FDC) location (if building sprinkler system employed). FDC must be within 40' of fire apparatus placement.

• All existing and proposed utilities and if applicable, their associated easements.
• Location and square footage of structures and parking lots.
• Adjacent zoning districts.
• Approximate locations of all trees greater than eight (8) inches DBH within required buffers and of all areas of natural vegetation to be used as part of the buffer.
• Setbacks of all structures and specifications and shielding of certain uses, as required.
• Locations of any conservation resources associated with the parcel including any rare and endangered species in accordance with the North Carolina Wildlife Resources Commission.
• Proposed schedule for landscaping.
• Approximate location of all existing protected trees clearly indicating those to be retained and those proposed for removal and all trees to be planted on site to meet any mitigation requirements.
• Triangular sight distance.
• Landscape plan shows how BMP landscaping conforms to SD 15-16 (for all infiltration basins and wet ponds)
• SCM landscaping meets requirements of NCDEQ Stormwater SCM manual
• 5-10’ landscape zone as required by Sec. V-4(g) of the technical standards
• Temporary and permanent vegetative stabilization methods and including seedbed preparation. Must be appropriate for this area

Note: All federal, state and local permits are required prior to full construction release. This includes, but is not limited to: tree protection, erosion control, wetland impacts, city storm water, CAMA, etc.

Preliminary/Subdivision Required Plan Content

• Boundaries of the entire contiguous tract, distinctly and accurately represented with all bearings and distances shown;
• Proposed streets, existing and platted streets on adjoining properties and in the proposed subdivision, and rightsof-way widths;
• Proposed street names (must be unduplicated county-wide);
• All proposed paths or trails, buffer, gas, electric or communications easements or rights-of-way, their location, width and purposes;
• Existing and proposed lot lines, both on the tract to be subdivided and on adjoining properties; Corporate limits, township boundaries and county lines;
• All lots numbered consecutively within each block;
• Location and size of all proposed parks, school sites, open space set aside, and designation of future ownership and dedication;
• The names of owners of adjoining lots and the name of any adjoining subdivisions (of record or under review);
• North arrow, noted whether true or magnetic;
• Numeric and graphic scale;
• The scale shall be one inch equal to 100 feet, or other scale acceptable to the city manager.
• A sketch vicinity map showing the relationship between the proposed subdivision and the surrounding area at a scale of approximately one (1) inch to 2,000 feet;
• Title block to include:
  • Proposed name of subdivision;
  • Location by municipality, township, county, and state;
  • Name and address of developer;
  • Name and address of individual or firm preparing the plans; and
  • Sheet number;
• Current accurate topographic information based on mean sea level datum, with contour interval of two (2.0) feet;
• A standard typical street cross section, or a nonstandard street cross section that includes all the following:
  • Scale of one (1) inch equals ten (10) feet, or other scale acceptable to the City Manager, with scale noted;
  • Roadway width;
  • Street right-of-way width;
  • Roadway pavement and base (type and thickness);
  • Curb and gutter;
  • Sidewalks (type, width and thickness);
  • Sidewalk area and plaza (if sidewalks are not constructed);
  • Crown of roadway (centerline grade in reference to curb grade);
  • Sidewalk and plaza grade;
• General location, with size noted, of existing water, sewer, or storm drainage lines or systems in the immediate or adjacent area, which includes, but is not limited to, pumping stations, manholes, catch basins, etc.
• General locations only, with sizes or other information noted, of proposed water lines, fire hydrants, valves, sewer lines, storm drainage lines, manholes, catch basins, force mains, pumping stations, or any other system intended to or proposed to serve the development, showing tie-in locations to existing systems.
• Sidewalks shall be indicated on the preliminary plan in accordance with provisions of Section 18-494 of the Land Development Code.
• Facilities required by any transportation plan adopted by the city or the Wilmington Metropolitan Planning Organization, shall be shown on the preliminary plan.

Concept CD Required Plan Content

The following information is required to be shown on the site plan submitted with this application.  If any of the required information is not included on the site plan, reasons for excluding that information must be given.

• A boundary survey and vicinity map showing the property’s total acreage, its zoning classification(s), the general location in relation to major streets, railroads, and waterways, the date and north arrow;
• All existing easements, reservations, and rights-of-way, existing and proposed;
• Approximate location on the site of proposed buildings, structures, and other improvements;
• Approximate dimensions, including height, of proposed buildings and structures;
• Proposed use of land and buildings, including the number of residential units and the total square footage of any nonresidential development;
• All required and proposed yards, buffers, screening, and landscaping;
• All existing and proposed points of access to public streets;
• Delineation of areas within the regulatory floodplain as shown on  official flood hazard boundary maps;
• Proposed phasing, if any;
• The location of existing and proposed storm drainage patterns and facilities intended to serve the proposed development;
• Approximate location of all existing and proposed infrastructure on the site including water, sewer, roads, and bicycle and pedestrian facilities;
• Generalized traffic, parking, and circulation plans;
• Tree survey; and
• Traffic impact analysis, if required.
