Off-Duty Police Officer Contracting

Under the direction of Chief Ryan Zuidema, the Wilmington Police Department offers off-duty police officer services to help meet the security and traffic control needs of businesses, organizations, private individuals, and community events within the City of Wilmington on a requested basis. This program provides access to sworn police officers who serve in a professional capacity while off duty.

This program provides security and traffic control services throughout the City of Wilmington using fully sworn police officers in full department uniform. All services are funded through hourly service fees paid by the requesting client.

Service Guidelines

  • Services are available only within Wilmington city limits.
  • Requests should be submitted at least 48 hours in advance
  • Officers sign up to work off-duty contracts on a voluntary basis; therefore, requests are subject to officer availability and cannot be guaranteed and may go unfilled
  • Cancellations must be submitted at least 12 hours before the scheduled contract to avoid cancellation fees.
  • Permitted duties are limited to security and traffic control services only.

Event Requirements

For public safety reasons, the Wilmington Police Department may require additional officers based on anticipated attendance, event size, or other operational considerations. Any additional staffing costs will be the responsibility of the requesting client.

The Wilmington Police Department may provide law enforcement services at events where alcohol is served or consumed only under the following circumstances:

  • The event is officially sponsored by the City of Wilmington
  • The event is held at a city-owned venue

Due to liability considerations and departmental policy, Wilmington Police officers are not authorized to provide services for events involving alcohol that do not meet one of the above criteria.

Important Information

The Wilmington Police Department reserves the right to determine staffing requirements. Submission of a request does not guarantee that officers will be available to fulfill the contract.

Contract rates for officers:

  • Contract Rates Updated August 1, 2026: 

    Standard Contract Rate:
    The following rates apply with a signed Wilmington Police Department (WPD) contract submitted to the WPD Contract Coordinator at least eight (8) days prior to the scheduled event date

    • $56.00 per hour, per officer (four (4)-hour minimum)
    • $61.00 per hour, per supervisor (four (4)-hour minimum) 
    • Supervisor staffing is generally required for races or may be requested based on the nature, size, or operational needs of the event.

    Short Notice Contracts:
    The following rates apply with a signed Wilmington Police Department (WPD) contract submitted to the WPD Contract Coordinator within seven (7) days and forty-nine (49) hours prior to the scheduled event date

    • $66.00 per hour, per officer (four (4)-hour minimum)
    • $71.00 per hour, per supervisor (four (4)-hour minimum) 
    • Supervisor staffing is generally required for races or may be requested based on the nature, size, or operational needs of the event.

    Expedited / Holiday Contracts:
    The following rates apply with a signed Wilmington Police Department (WPD) contract submitted to the WPD Contract Coordinator within forty-eight (48) hours or less prior to the scheduled event date, or for services rendered on a city-recognized or observed holiday, including New Year’s Eve and Halloween

    • $81.00 per hour, per officer (four (4)-hour minimum)
    • $86.00 per hour, per supervisor (four (4)-hour minimum) 
    • Supervisor staffing is generally required for races or may be requested based on the nature, size, or operational needs of the event.

    Vehicle Rates for Off-Duty Police Service Contracts:

    • $35.00 per vehicle (four (4) hours or less)
    • $60.00 per vehicle (more than four (4) hours)
    • Vehicle fees will be included for all traffic control contracts, as officers utilize their vehicle emergency lighting and equipment to ensure the safety of the public and participants while performing these services.

    *Police vehicles cannot be requested without a Wilmington Police officer included in the contract, as the department does not provide decoy vehicles.
