Engineering's Plan Review division manages the review of plans for compliance to the City of Wilmington stormwater regulations and code. Additionally, construction approvals and closeout steps are managed by this section.

Encroachment Agreements

Encroachments are an obstruction or intrusion in or into a delineated city right-of-way, easement or property. 

City Engineering is responsible for administering the application, review and permitting process for Encroachments of privately-owned improvements and facilities into City streets, sidewalks, and utility rights-of-way.  Per code, encroachment requests are processed based on the type and impact with approval from either City Engineering, City Manager or the City Council.

Encroachment agreement applications must be completed online through the Development and Permitting Service (DPS) platform.
